The appellant Shri.George Thomas is the Managing Director of Pattom Royal Hotel who is a live HT consumer with consumer number 1345160017701 (LCN 11/6218) under the Electrical section, Kesavadasapuram. The HT service connection was connected on 18/08/2012, with contract demand 160 kVA and connected load 348 KW under the tariff HT IV A commercial. The power supply was availed for running the Hotel. The Licensee has noticed that the meter was struck and reading was not taken on 06/06/2023. The TMR division of Licensee had inspected the meter and reported that the LCD display is not legible and the software of the meter is corrupted and hence the meter was declared faulty. The Licensee has intimated the appellant to replace the meter and if not replaced within 2 months additional charge of 50% extra over the prevailing units for the said two months and one month thereafter. The Licensee has raised a demand for Rs.576594/- as the penalty for the meter faulty period due to non replacement of faulty meter within the notice period. The meter , ‘CT’ and ‘PT’ were replaced only on 03/02/2024. The appellant filed petition to the CGRF and CGRF issued order stating that the appellant is liable to pay the demand of penalty issued by the Licensee. Aggrieved by the decision of CGRF, this appeal petition is filed to this authority.

The appellant Sri. K.P Varghese is a consumer of the Licensee under their Mavelikkara Electrical section having two service connections. The appellant had installed a grid- interactive solar plant of 5.75 KW and the same have been commissioned on 15/09/2023. The main allegation of the appellant is about the calculation and review of the security deposit. When the consumption was less than the previous period the security deposit have to reviewed and the excess security deposit is to be refunded or adjusted in the future bills. The review and refund in not regularly done in time which results to unnecessary holding of the consumers money. The applicant demands to review the SD after the commissioning of the solar plant. The petition have been filed to CGRF and CGRF issued order Stating that the excess security amount for the FY 2022-23 is to be released within one month. The excess security deposit for the FY 2023-24 shall refund in accordance with the regulation. Aggrieved with the decision of the CGRF, this appeal petition was filed to this Authority.

The appellant Sri. Thomas V.T. is a consumer under the electrical section, Pala of the licensee (KSEBL). The appellant was having two service connection one with consumer no. 1156247000070 having connected load 150 w under the tariff LT 6F. The second connection was with consumer no. 1156240008870 having connected load 1158W under the tariff LT 7A. The land and the buildings there in were acquired by the Government and taken possession 03/02/2020. The petitioner paid bills up to the acquisition and have intimated the licensee about the acquisition. The licensee have not disconnected and dismantled in time which results the accumulation of the power charges mainly the fixed charges. The power connection was disconnected on accumulation of arrears. The appellant was not ready to make the payment beyond 03/02/2020. The petition was filed to the CGRF and CGRF issued the order dated 14/03/2024 stating that the appellant is liable to make the payment as per the demand raised by the licensee. Aggrieved with the decision of the CGRF, this petition was filed to this Authority.
