The connected load in the premises is 890 watts and the tariff allotted is LT IA. The normal bimonthly electricity bill was within the range of Rs.600/-. For the month of April, 2020 the respondent could not take meter reading and hence issued an average bill for Rs.572/- and which was also repeated in 06/2020 noticing abnormal consumption. After detailed inspection, the appellant was given an additional bill for Rs.57,680/- and disconnected the electric supply following leakage of electricity. The appellant filed petition in CGRF, Southern Region, and the Forum found the bill issued is in order. The appellant filed this appeal petition before this Authority. From the conclusions arrived at it is decided to quash the bill for Rs.57,680/- It is also decided to revise the bill as 50% of the disputed bill. The respondent shall issue a revised bill for Rs.28,840/- within 14 days to the appellant from the date of order giving 10 days for remittance. The appellant shall remit the revised amount within the due date fixed by the respondent and no interest or surcharge shall be collected from the appellant for the petition pending period before CGRF, appeal petition pending period before this Authority and till the due date fixed by the respondent for remitting the revised amount of Rs.28,840/-. Instalments shall be granted for the amount if the appellant desires so, as per rules. The appeal petition filed by the appellant is allowed to this extent. The order of CGRF, Southern Region, Kottarakkara in OP No: 64/2020 dated 21-12-2020 is modified as above.

The regular bimonthly bill issued to the appellant after replacing the electro-mechanical meter with a new meter for a higher consumption is the reason for filing the petition to the CGRF and appeal petition to this Authority. The metering system was tested by the Licensee in the premises and later tested at the laboratory of the Licensee, but the test results are not acceptable to the appellant. The appellant argued that the consumption recorded is exorbitant and hence, wants revision. The petition filed by the appellant before CGRF, Southern Region, and the Forum rejected the request. Hence, the appellant filed this appeal petition before this Authority. The appeal petition No. P-004/2021 filed by the appellant stands dismissed as it is found having no merits. The order No: 52/2020 dated 24-12-2020 of CGRF, Southern Region, Kottarakkara is upheld.

The appellant is running a three-star hotel in the name and style “M/s. Pournami Hotel” at Chengannur in Alappuzha Dist. The electric connection was given from Electrical Section, Chengannur with consumer number 4933. There were another four electric connections in the premises and later these connections were merged in the electric connection 4933 with a total connected load of 96 kw. The energy meter provided in the premises was seen burnt on 15-12-2005 and which was replaced with CT operated meter. The appellant suspected recording of abnormal consumption in the newly installed meter and changed with another CT operated meter by the respondent on 31-12-2005. As per the audit report of the Accountant General, a short assessment bill was served on the appellant for Rs.1,88,551/- for a period of six months from 07/2005 to 12/2005. The reason for the reassessment of energy consumption was that the consumption recorded from 07/2005 to 12/2005 was less than half of the recorded consumption in the preceding and succeeding years. The respondent issued the reassessment bill for compensating the revenue loss sustained to the Licensee in the period of six months. The total amount to be remitted by the appellant is Rs.8,46,507/- as demanded by the respondent including surcharge. Under ‘One Time Settlement Scheme’, the said amount was reduced to Rs.3,53,551/- and further a deduction will be done for Rs.3,300/- if the remittance is made as a single payment. Later on 21-04-2021, the respondent informed that the appellant had remitted Rs.1,88,551/- along with surcharge Rs.1,61,382/- on 30-03-2021 under one time settlement scheme. As such, the appeal petition No. P-003/2021 is closed.
