Bill issued to the consumer by the KSEB for higher consumption of electricity for two months – Complait reg- P/350/2013 – Khader Pillai, Kochi. |

The consumer’s meter has recorded high consumption for two months and accordingly a bill was issued to him as per the meter reading. The consumer complaints that the excess reading in the electronic meter was due to voltage surge or dial jump. Though the test done with ‘Check meter’ installed along with the meter under dispute, has showed the meter as good one, the consumer was not convinced and hence filed this petition. The respondent has been directed to revise the disputed bill based on the previous bimonthly consumption. |

The APTS team has detected unauthorized additional load in the premises of the consumer and also found that the inputs from R & Y phase currents given to the CT meter were absent thus resulting in the recording of lower consumption. The consumer was issued a short assessment bill to recover the energy escaped from billing due to CT’s fault in two phases. Respondent has been directed to revise the disputed bill based on average energy consumption per month, giving credit to the energy units already billed. |

The connection given to the consumer’s SSI unit was under industrial tariff. The inspection conducted by KSEB officials revealed that the electric connection was not used for any manufacturing activities. Based on the mahazar, the KSEB changed the tariff to commercial and raised short assessment bills on the consumer.In this case, the question to be decided is, ‘whether the activities of the appellant in the case under dispute warrant an industrial tariff or a commercial tariff? It is held that the appellant is eligible for industrial tariff. |
