The Audit team of Regional Audit Officer, Perumbavoor conducted auditing the records of the respondent and found that the consumer was issued with undercharged bills for the months of 09/2013 and 10/2013. Accordingly the appellant was issued with a short assessment bill on 28/07/2017 amounting to Rs. 5706/- (Rupees five thousand seven hundred and six only). decided to quash the short assessment bill amounting to Rs. 5706/- issued to the appellant. The respondent is directed to revise the short assessment bill by deducting the disincentive Rs.4021/- from the calculation statement and also limit the short assessment of demand charges for a period of 24 months prior to the period from December 2016.

Being aggrieved by the demand MG amount, the party approached the CGRF, Ernakulum by filing petition on 20-04-2017 with request to consider the closure of the MG scheme and to refund the sum remitted with interest. the MG amount payable by the consumer shall be dispensed with and the MG amount collected shall be refunded after deducting the portion of the labour charge in the estimate of Rs.466300/- and 10% of administrative expenses of Rs.466300/- towards the construction of 220 metre 11 KV line and erection of 100 KVA transformer.

A short assessment bill for Rs.82152/‐ was issued to the appellant on 09-12-2016, reassessing her, for the door locked period of 12/2015 to 12/2016. the consumer shall be billed for two spot bills, 2604 units (7814/6 x 2) @ Rs. 6 per unit and to issue the revised bill within 30 days of this order. The respondent is directed to revise the bill as ordered above, giving credit to the amount already remitted by the consumer and raise the bill for the balance amount only. The bill dated 26-12-2016 for Rs.82152 and revised bill 27-08-2017 for Rs.53522/- are quashed.
