The consumer paid the penal charges for the UAL availed and continued to pay the penal charges regularly. When the arrear bill issued including the energy charges, dispute- P/ 287/ 2012- Sheeda Dharmasselan-Varkala.

Originally the penal charges for the UAL connected, contained only penalty on the Fixed charges portion, which was low compared to the energy charges. The consumer used to pay the penal charges for the UAL connected and did not bother either to remove it or regularise it subsequently, but opted to enjoy it knowingly or unknowingly. The consumer was issued an arrear bill including the proportionate energy charges, (which came into effect from 15.6.2007), which is the cause of the dispute because of the huge amount involved.
The meter of a Jewellery shop started slowing down and shows very low reading for a few months. The KSEB issued a arrear bill as per previous average- Dispute-P/296/2012- Unnikrishnan-Perambra.

The appellant argues that the A/C of the Shop was faulty during the disputed period and he run the shop using energy from a diesel Generator and hence the reason for the low consumption. But he fails to produce any evidence. The consumer was ordered to be billed as per the average obtained after changing the Meter.

APTS wing of KSEB detected some anomalies and unauthorized extension of electric supply being availed from the light meter to a shop run by the consumer in the same building. He was penalized for the misuse of tariff of the light meter consumption and availing UAL. Orders issued limiting the penalization for misuse of tariff of the shop only.
