The audit party of the Accountant General noticed the anomaly on inspection of records and objected payment of electricity charges under commercial tariff to the building occupied by a govt. institution. On receiving a complaint from the consumer, the KSEB had changed the tariff from LT VIIA (commercial) to LT VIB (non-domestic) w.e.f. 15-11-2010. The request for refund of the excess amount of electricity charges collected under wrong tariff for the last 3 years was not considered by the KSEB. This was the cause for the dispute.

The appellant had applied for ownership transfer of the electricity connections standing registered in the name of his mother to his name, after her death. The complaint of the appellant is that the KSEB has failed to act as per the “Standard of Performance” prescribed by the Electricity Commission, ie. the transfer of ownership is to be effected within a maximum period of 14 days of receipt of application, if everything is proper. In the next electricity bill also the connection was still shown in the name of his mother. Hence the dispute.

The consumer had requested the licensee to convert the HT power connection to LT tariff with a reduced connected load. Later the consumer stopped all their activities in the premises and discontinued paying the electricity charge. The consumer was served with demand notices towards the dues of current charges and interest accrued during the period. Due to failure to remit the bills, the consumer was served with Revenue Recovery notice by Tahasildar (RR). The appellant filed a complaint requesting orders to set aside the impugned assessment dated 15-3-2007 and against the action taken for the revenue recovery. Dispute on the final dues of the consumer.
