The Licensee changed the tariff from LT VID to LT VIG and issued a short assessment bill for Rs.22,620/- for the period from 09/2020 to 01/2021. The appellant approached the Consumer Grievance Redressal Forum (CGRF), Northern Region with a request to retain to tariff under LT VID and the Forum registered the petition vide OP No. 14/2021-22 and issued order on 18-12-2021 as follows: “The tariff category grouping of each type of consumer is finalized by the Hon’ble KSERC. When the tariff category claimed by the petitioner is not clear to be included in a particular tariff grouping, the petitioner has to approach the Hon’ble Kerala State Electricity Regulatory Commission that definition to include that category in that particular grouping”. The appellant filed appeal petition before this Authority. The Appeal Petition filed by the appellant is dismissed and this Authority upheld the decision taken by the CGRF, Kozhikode dated 18-12-2021 in OP No.14/2021-22.

The appellant is a consumer of Electrical Section, Chelannur, KSEB Ltd. with consumer number 14762. The registered connected load is 280 watts and tariff allotted is LT VIIA. The appellant’s electricity bill dated 04-02-2021 is Rs.12,267/- for the bi-month from 04-12-2020 to 04-02-2021. The respondent checked the accuracy of the energy meter following the complaint of the appellant and found good. The appellant was given three instalments for remitting the amount and the 1st instalment for Rs.4,179/- was remitted on 15-04-2021. Afterwards the appellant approached the Consumer Grievance Redressal Forum (CGRF), Northern Region, Kozhikode and the Forum in its order dated 08-12-2021 allowed 6 instalments for the balance amount to be remitted and exempted from paying the surcharge in the petition pending period in Consumer Grievance Redressal Forum. The appellant filed appeal petition before this Authority. This Authority upheld the decision taken by the CGRF, Kozhikode in OP No. 7/2021-22 dated 08-12-2021 and the appeal petition filed by the appellant is rejected and disposed of as such.

The appeal pertains to the request of the appellant for the shifting of the distribution transformer erected in front of his property. For the shifting of the transformer to a nearby convenient location, the Licensee demanded Rs.7.0 lakhs towards the deposit work amount. The appellant was not willing to remit the amount and approached “Adalath Swanthanasparsam” and before the Additional District Magistrate, Ernakulam. The Additional District Magistrate ordered to maintain the status quo of the transformer structure. In continuation, the appellant filed a petition in GRF, Central Region, Ernakulam and the Forum in its order dismissed the petition. The appellant filed the appeal petition before this Authority and the same is rejected and stands disposed of as such. The order of CGRF, Central Region, Ernakulam dated 30-12-2021 in OP No. 44/2021-22 is upheld.
