The consumer’s allegation is that meter reading is not correct and reliable and showing excess reading than the actual consumption. – P/304/12 – Syed Immamudeen, Edappally.

The consumer has the grievance that the meter records higher consumption of energy than his actual usage of energy. The test done with a Check meter and test of the meter done by Electrical Inspector was not accepted by him. The consumer replaced the old meter with a new meter purchased by him without the meter being tested by the Licensee or Electrical Inspector. He has lost faith with KSEB and the Ele. Inspector and request for repair of meter by his technician. The appeal petition dismissed as it is found devoid of merit.
The licensee has collected OYEC amounts for giving the LT service connections in a High rise building. Whether it is necessary to remit the OYEC charges – P/282/12 & P/303/12 – BinduRia Alex, Tvpm.

The works of all electrical installations including the 11 KV cable laying up to consumer premises, erection of indoor transformer and allied HT and LT side works and terminal arrangements including metering panel was done by the appellant after paying cost estimate and/or the supervision charges. A number of LT service connections were effected, after collecting the OYEC charges. The appellant requests to refund the OYEC amounts collected with interest, since the collection of OYEC amounts in such cases, were never authorized by any regulations created by the KSERC. Dispute.

The complete Electrical works of 11 KV cable laying up to consumer premises from the nearby existing distribution system, erection of indoor Transformer and all the allied HT and LT side works and terminal arrangements including LT metering panel in the High rise building were all done by the appellant themselves, after incurring its material and labour costs and paying the Supervision charges to KSEB. The appellants insists that the material cost and some extraneous costs need not be taken for calculating the 10% Supervision charge by KSEB. The appellants also opposes the collection of cost of RMU as it is a part of the Licensee’s distribution system and other sums such as road cutting charges, PTCC approval amount and miscellaneous costs included in the estimate prepared by KSEB.
