The appellant is the Secretary of the Skyline Oasis Villa Owners Association. The builder named ‘Skyline Builders’ have constructed 30 villas and associated common facilities at Erumpanampady, Thellakam, Kottayam. The builder have availed a temporary connection for the construction purpose under the tariff. LT 7 A. The builder have applied for a connection for powering the common facilities of the villa complex on 02/03/ 2016, under tariff LT 1 A. and the connection was energized on 15/03/2016 under the tariff LT 7A. The builder was regularly paid the power charge and the ownership of the connection was transferred on 10/12/2021 in favour of president skyline oasis villa owners association. The consumer has noted the wrong tariff and requested for tariff change LT 1A on 15/1/2022 and the Licensee has changed the tariff accordingly. The demand of the appellant is to consider the tariff change from the date of connection and refund the excess amount collected from the consumer. The appellant had filed the petition to the CGRF and CGRF issued order dated 04/06/2024 on completing the procedure. Aggrieved by the decision of the CGRF this appeal petition is filed to this Authority.
P/047/2024, The Headmaster, Govt.U.P.School, Nadutheri, Pathanapuram

The appellant is the Headmaster of Govt.U.P.S, Thalavoor, Kulakkada, Pathanapuram, Kollam Dist., A three phase service connection under the tariff LT 6A has given to this school in the name of Shri. Gangadharan, the Headmaster of the school on 31/03/1977. As the regular power charges are not paid from 03/2004 to 07/2007, the power was dismantled on 18/08/2008. Then the outstanding amount was Rs. 6,045/-. The letter was given to clear the dues on 25/08/2008 and the reminder notice was given on 15/09/2008. No action was taken by the school authorities for clearing the arrears and then the licensee initiated for R.R action. The next notice has been sent to the school on 30/11/2013 for the One time settlement of the outstanding addressing to Shri. Gangadharan, Headmaster the letter was not received by anybody as it is addressed to an individual. Later another letter send on 20/11/2014 was returned. The present headmaster has taken over charge on 29/05/2019 and he had received notice of the dues only on 2023. The appellant has filed the petition to CGRF and CGRF issued order dated 10/06/2024 stating that the appellant is liable to pay arrear bills issued by the licensee. Aggrieved by the order of the CGRF, this appeal petition is filed to this Authority.
P/038/2024/, The principal, Heera College of Engineering

The appellant is the Principal of Heera College of Engineering and Technology situated at Panavoor, Nedumangad, Thiruvanathapuram. This college in an HT Consumer of the Licensee under Electrical Section Chullimanoor with tariff HT II (B) general. The appellant had defaulted the payment and the total arrear works out to Rs. 13,77,479/- for a period from 12/06/2023 to 11/06/2024. The notice was issued to the consumer as per section 56 (1) of the Electricity Act which leads to disconnection of power. The college and Hostel was taken over by the District administration for running the Covid quarantine centre for a period of 6 months from 18/03/2020. The power charges for this period was not paid by the appelant. This arrear was accumulated and the payments made there after was adjusted as per regulation 133 of the Kerala Electricity Supply Code 2014. The appellant has taken up the matter to the State Government for sanctioning the suitable compensation including the power charges. The appellant had filed the petition to the CGRF and CGRF issued the order 04/06/2024 stating that the appellant is liable to pay the amount. Aggrieved by the decision of CGRF, this appeal petition is filed to this Authority.
