The appellant Sri. Jayakumar K is the Asst. General Manager of Global Education Trust which owns a school named Global Public School. This trust is a high Tension Consumer of the licensee (KSEBL) under the Electrical Section, Mulanthuruthy. This connection was availed on 14/07/2010 under HT II B General Tarif, and the connected load is 178.02 kw with contract demnd of 100kVA. The CT unit of the meter became faulty during 11/2017 and faulty meter was replaced with a new meter on 12/01/2018. The multiplication factor of the new CT meter is 2 against that of 1 of the old CT meter. This mistake was noticed during the time of installation of solar meter and accordingly short assessment bill for the period from 01/2018 to 01/2021 was prepared with the correct multiplication factor 2 for Rs. 22,30,444/-. The consumer initially made the part payment and then the balance payment was also made on 30/02/2023. The appellant has requested the licensee to limit the short assessment for a period of two tears and also to sanction 12 monthly instalments to remit without interest and surcharge. No positive response for their request and then the appellant approached CGRF and CGRF issued order dated 11/09/2023 stating that the petitioner is liable to pay the short assessment bill. Aggrieved by the decision of CGRF, the appellant approached the authority by filing the appeal petition. |

The petitioner Sri. Adarsh is the manager of PTM Group of Institutions, Maruthoorkonam, Thiruvananthapuram. This institution is a consumer of the licensee (KSEBL) under the electrical section, Kottukal under tariff LT 7A with connected load 5.955 kW. They have availed connection under tariff LT V for agricultural purpose during the year 2010. On 04/12/2010 an inspection was carried out by the electrical section in the premises of PTM Group of Institutions and found that the motor connected to the LT V connection was not using for agricultural purpose, but used for the requirement of educational institutions and its hostel in the same compound. They were already having a LT 6A connection and LT 7A connections for aided institution ans self financed institution respectively. Then a provisional assessment was issued for an amount of Rs. 44,149/- in 7A tariff. Subsequently the supply was disconnected, due to non payment of assessed amount. Consumer approached Hon’ble High Court of Kerala and Hon’ble High Court has directed to restore the power supply in the event of depositing an amount of Rs. 10,000/- by the petitioner and accordingly power supply was restored. Then the Hon’ble High Court of Kerala issued order on 09/11/2022 stating that the petitioner is free to approach the CGRF with appropriate petition. As per the Hon’ble High Court direction the licensee had conducted hearing on 14/02/2023 and final order issued dated 27/07/2023 for Rs. 72,574/-. The appellant approached the CGRF and CGRF issued order stating that the appellant is liable to pay the assessed amount. Aggrieved by the decision of the order dated 21/11/2023 of CGRF, the appellant filed this appeal petition to this authority. |

The appellant sri. Greenol K.B. is a consumer of the licensee under the Kalady Electrical Section. The appellant availed power connection for his residential apartment in the high rise building named “Atlas Celestial Park” at Nedumbassery, Ernakulam District. The appellant had applied for a LT 1A domestic service connection in September 2023 along with wiring test cum completion certificate. There are 208 individual flats in this high rise building. The initial scheme approval from the Electrical Inspectorate has obtained showing the electrical scheme of all flats. The test cum completion certificate attached by the appellant was signed by the contractor other than the contractor who obtained the scheme approval. There was an HT connection for feeding the power to some of the flats in the commercial tariff. The flat owners went to court for obtaining the individual LT connection. The Hon’ble High Court of division bench have ordered for giving individual LT connection by disconnecting and dismantling the HT connection on January 2021. The appellant obtained the inspectorate approval on 27/09/2023. The application complying with that of the regulation has submitted on 01/12/2023 and the power supply was connected on 04/12/2023. The appellant filed petition to the CGRF requesting for an early service connection and compensation for the delay and also action against all those who are involved & delay the connection. The CGRF issued order dated 24/11/2023 stating that the respondent have to provide electricity connection on submitting the energization approval from the Electrical Inspectorate. Aggrieved by the decision of CGRF, the appeal petition is filed to this authority. |
