The Assistant Executive Engineer, Kondotti, Malappuram, who was the respondent of the appeal petition P050/2022 has filed review petition, which numbered as RP 008/2022 to review the order of the Ombudsman on the petition P050/2022. Smt. Shabna Vikas was the appellant of appeal petition P050/2022 claimed for the compensation for the delay in getting the HT connection. This Authority has completed the procedure and process and issued the order stating that the Licensee has to assess the quantum of delay and pay the compensation applicable as per the regulation. Aggrieved by the decision, the respondent filed the review petition to review the order issued. Decision: ‐ There is no merit in reviewing the order and as such the review petition is dismissed.

The appellant Sri. Bobby Issac Mathew is neither a consumer nor a complainant as per regulations. Sri. M.J. Jacob, President of M/s. Thodupuzha Taluk Co-operative Rubber Marketing Society Ltd. is the consumer of the Licensee with service connection No. 11/4191. The service connection is an HT service connection with contract demand 250 kVA and connected load 428 kW. The Thodupuzha Taluk Co-operative Rubber Marketing Society Ltd. have leased out the premises to Sri. Bobby Issac Mathew and he is running the industry in the name of Co-Rubber Crumb Factory. The service connection is not transferred to his name. In the case in hand the appellant is neither a consumer nor a complainant and hence, the petition cannot be accepted. If the actual consumer would like to file the petition for this grievance, the same may please be filed to the concerned Consumer Grievance Redressal Forum within 15 days of this order. This decision has already been conveyed to the Advocate, who represented the petitioner for the hearing on 05-11-2022. The appeal petition filed by the appellant is disposed of accordingly.

The meter reading was not taken for 14 billing cycles as the shop was closed. The status was door locked up to 02/2022. The meter reading was taken on 22-04-2022 and it shows a very high reading and consumption recorded was 5084 units and then the Licensee raised a bill for Rs.33,820/-. The connection is for a shop, which is rented out for shop, which is renting some materials for the cremation purpose. The appellant complains about the defect in the meter. The appellant requested to waive off this exorbitant bill. The appellant filed the petition to CGRF (SR) and CGRF (SR) vide order dated 30-09-2022 quashed the bill raised by the respondent. The appellant approached this Authority by filing this appeal petition and following decisions are taken: 1. This Authority hereby agreed on the decision of the CGRF (SR). 2. The consumer has to make arrangements for the meter accessible for continuously for recording the reading.
