The appellant had applied to provide an electric connection for agricultural purpose in her property vide application number 2156321900177 on 04-07-2019. The Sub Engineer assessed Rs 44000/- as estimate to draw the line through two nearby property owners who issued consent. Another property owner had not issued consent to draw the line through the pathway owned by him, but the Assistant Executive Engineer, Erattupetta had decided to draw the line through the pathway only and directed the Assistant Engineer and Sub Engineer to prepare the estimate for the line through the pathway. Accordingly, the appellant was issued a demand note for Rs. 1,10,442/- on 19-09-2019. Aggrieved by this, the appellant had approached the CGRF, Kottarakkara by filing a petition in OP No. 103/2019. The Forum allowed the petition and directed the respondent to draw the line through the route as suggested by the respondent firstly, Aggrieved against the non implementation of the order by the respondent, the appellant has submitted this appeal petition before this Authority on 23-12-2019. The appellant approached the Kerala State Electricity Regulatory Commission seeking implementation of orders of CGRF, Kottarakkara and hence it is not required to issue any orders by this Authority. However, from the analysis done above and the conclusions arrived at, it is directed the respondent to look into the possibility of drawing LT Aerial Bunched Cable (ABC) through the proposed or any other convenient route without or minimising cutting trees or branches of trees and the respondent shall prepare an estimate and inform to the appellant within a period of 15 days from the date of this order. Having concluded and decided as above, it is ordered accordingly. No order on costs. |

The appellant is the owner of the agricultural land at Makkuvally-Manayathadom-Kaithapara area under Electrical Section, Kanjikuzhy. The grievance of the appellant pertains to the electric line drawn by KSEBL through the property of the appellant without his consent. The request of the appellant is to re route the line to a convenient route through his property with KSEB’s cost. The petition filed by the appellant before the CGRF (Central) Ernakulam, vide OP No. 43/2019-20 was dismissed due the lack of merits vide order dated 09-12-2019. Still aggrieved by the order of the CGRF, the appellant has filed the Appeal Petition before this Authority on 19-12-2019. From the analysis done above and the conclusions arrived at, it is directed the respondent to look once again whether there is technical feasibility for shifting the line to the pathway/ boundary of the property of the appellant and the respondent shall inform his decision to the appellant within a period of 15 days from the date of this order.. If the appellant is not satisfied with the decision of the respondent, he is free to approach the District Magistrate. Having concluded and decided as above, it is ordered accordingly. No order on costs. |

The appellant is an occupier of the premises bearing consumer number 1155816008461 under LT VII A tariff with a connected load of 1680 Watts under Electrical Section, Karukutty. A short assessment bill amounting to Rs. 3462/- due to meter faulty period from 08/17 to 10/17 has been issued to the consumer on 21-03-2019. Against the short assessment bill, the appellant had approached the CGRF, Ernakulam by filing a petition No. OP No. 23/2019-20. The Forum dismissed due to lack of merits vide order dated 21-11-2019. Aggrieved against this, the appellant has submitted this appeal petition before this Authority on 12-12-2019 From the conclusions arrived at as detailed above, I decide to quash the short assessment bill amounting to Rs. 3462/- issued to the appellant. Having concluded and decided as above it is ordered accordingly. The Appeal Petition filed by the appellant is allowed as ordered and stands disposed of as such. The order of CGRF in OP No. 23/2019-20 dated 21-11-2019 is set aside. No order on costs. |
