The appellant T.Surendran is the owner of M/s.Sreekrishna Oil Mills situated at Ulloor - Akkalam road at Trivandrum. He has availed a 3 phase power connection from the Licensee for operating this oil mill. The consumer number is 1145170002261 with connected load 48.642 KW and contract demand 40 KVA under LT 4 A tariff. The connection was effected on 31/08/1970. The APTs and Section Squad had conducted an inspection on 25/11/2024 and two anomalies were detected at the premises. 1. The voltage terminals of R phase was connected to the Y phase. 2. The current terminals of CT of Y phase is connected to B phase and that of B phase is connected to the Y phase. Due to the wrong connection the meter was reading less than the actual power consumed. The Licensee has connected a test meter parellelly and found that meter is reading 76.32 % less than the actual power consumption. The consumer requested for a load enhancement for 13 KW to 48.642 KW which necessitated the meter change with CT and the same was effected on 01/08/2022. The short assessment bill have been served to the appellant amounting to Rs. 5,25,356/- for a period with effect from 08/2022. The appellant challenged the demand and filed the petition to CGRF. CGRF on completing the procedures, issued order on 28/03/2025. This petition is filed to this authority as an appeal to the CGRF Order.

The appellant is the President of Lions Club, Muvattupuzha. A connection with Consumer No. 1155912012018 having availed for the Lions Club situated at Murikkallu, Muvattupuzha. The LT 3 phase connection is coming under the Electrical Section, Muvattupuzha of the Licensee. The connection was originally included in the tariff VII B General and later changed to LT VI B. During April 2024, Regional Audit Officer of the Licnesee has conducted an inspection of the premises of the Lions Club, Muvattupuzha. It was noticed that the building is a two story building having different facilities like a hall, multigym facility, meeting room, entertainment area and a small office.Around 15 split airconditioners, and other fittings like fans and lights are installed in the Club. After the inspection the tariff was changed from VI B to VI C by the Licensee. A short assessment was prepared with effect from 2012 for Rs. 1,26,161/-. The appellant filed petition to Hon’ble High Court of Kerala. The Court directed the Licensee to hear the petitioner and take a decision. Accordingly the Licensee has conducted a hearing and issued the order. Aggrieved with this order the appellant filed the petition to CGRF. CGRF issued order on 25/03/2025 on completing the procedures. This petition is filed as the appeal petition to CGRF order.

പരാതിക്കാരൻ ബദിയടുക്ക ഗ്രാമപഞ്ചായത്ത് സെക്രട്ടറിയായ ഈ കേസ് എണിയാർപ്പ് കുടിവെളള വിതരണ സ്കീമിന്റെ കുടിശ്ശികയെക്കുറിച്ചാണ്. ഉപഭോക്തൃ നമ്പർ 1168187013528 ആയ കണക്ഷൻ ബദിയടുക്ക ഗ്രാമപഞ്ചായത്തിന്റെ കീഴിലുളള കുടിവെളള വിതരണ പദ്ധതിയ്ക്ക് വേണ്ടി നൽകിയിട്ടുളളതാണ്. പഞ്ചായത്ത് നടപ്പിലാക്കിയ ഈ കുടിവെളള പദ്ധതിയ്ക്കുളള കറന്റ് ചാർജ് ഉപഭോക്താക്കളിൽ നിന്ന് പഞ്ചായത്ത് ഈടാക്കി KSEBL ന് അടയ്ക്കുകയാണ് ചെയ്തു വന്നിരുന്നത്. എന്നാൽ ഒരു ഉപഭോക്തൃ സമിതിയുണ്ടാക്കുക്കുകയും 2010 ൽ ഈ പദ്ധതി ആ സമിതിയ്ക്ക് കൈമാറ്റം ചെയ്യുകയും ചെയ്തു. 06/2006 മുതൽ 07/2008 വരെയുളള കാലയളവിൽ യഥാസമയം കറന്റ് ചാർജ് അടയ്ക്കാത്തതിനാൽ 2,62,814 രൂപ കുടിശ്ശികയും അതിന്റെ പലിശ 10,38,076/- രൂപയും ചേർത്ത് 13,00,890/- രൂപ ഇപ്പോൾ കുടിശ്ശികയായി കാണുന്നു. ലൈസൻസി ഇത് ഈടാക്കുന്നതിനു വേണ്ടി പഞ്ചായത്തിന് നോട്ടീസ് നൽകിയതിനെ ചോദ്യം ചെയ്തു പഞ്ചായത്ത് CGRF ൽ പരാതി നൽകുകയുണ്ടായി. CGRF നടപടിക്രമങ്ങൾ പൂർത്തിയാക്കി 01/04/2025 ൽ ഉത്തരവിറക്കി. CGRF ന്റെ ഉത്തരവിൽ മേലുളള അപ്പീലായിട്ടാണ് ഇലക്ട്രിസിറ്റി ഓംബുഡ്സ്മാൻ സമക്ഷം ഈ പരാതി സമർപ്പിച്ചിട്ടുളളത്.
