The meter of the consumer was found not working properly and a short assessment bill issued based on an audit report. The consumer contended that the short assessment bill will not sustain as it is time barred and the KSEB not informed the consumer that his meters were faulty during the period in question.Dispute.

The Irrigation department has availed LT electric connection for a pump house under agricultural tariff having a registered connected load below 150 KVA. The allowable maximum load of a LT connection is 150 KVA only. Excess load was detected on an inspection conducted by KSEB in the premises of the consumer and a short assessment bill was issued under HT tariff for the whole load, being the difference in tariff rates between the applicable HT tariff and the existing LT billed rates

The appellant received an abnormal bimonthly bill which he claims not in tune with his energy use or consumption. Based on his complaint of the meter as faulty, a test meter was connected and it was found that the consumptions recorded in both the meters were the same during the testing period. The consumer is not satisfied with the test and has raised the allegation that the testing was not done properly.
