The KSEB demanded costs to install the Ring Main Unit (RMU) for giving supply to the appellant’s high rise building. The petition is against the demand of the cost of RMU included in the sanctioned estimate, in a place where the Licensee has not laid any UG Cables so far. The consumer requested to effect supply without remitting the required amount for RMU and is willing to remit same when the Cable is laid. The case is disposed with a direction to the KSEB to release the connection by collecting all other estimate costs, as required as per rules, except the cost of RMU and accepting the Undertaking offered.

The petition submitted by the consumer has been disposed by this Forum as it is found not maintainable before it, as per the law. The review petitioner has not produced any fresh evidence or a mistake/error apparent on the face of records, to reconsider the order issued earlier by this Forum. The review petition is dismissed as it is found without merits.

The appellant has applied for conversion of her existing 1- phase UG Cable electric service connection to three phase UG connection. It was directed the consumer to shift the position of the meter from the existing place (at the wall of house) to the beginning of the cable i.e. at the boundary of the premises or near the gate of the premises of the consumer. Held that the consumer is bound to act as per the prevailing regulations, as there exists specific rule to provide such UG connections.
