പരാതിക്കാസ്പദമായ കണക്ഷൻ പരേതനായ വി.എൻ. സഹദേവൻ എന്ന വ്യക്തിയുടെ പേരിലുള്ളതായിരുന്നു. വൈദ്യുതി നൽകിയിരിക്കുന്ന കെട്ടിടം വി.എ.ൻ സഹദേവനും സഹോദരനായ വി.എൻ ശശീന്ദ്രനും കൂടിയുള്ളതായിരുന്നു. വി.എൻ. സഹദേവൻ മരണപ്പെട്ടതിനാൽ അനന്തരാവകാശി അദ്ദേഹത്തിന്റെ ഭാര്യയായ ശ്രീമതി. ചന്ദ്രലേഖയാണ് . എന്നാൽ ഇപ്പോൾ കണക്ഷൻ വി.എൻ ശശീന്ദ്രന്റെ പേരിലേയ്ക്കു മാറ്റിയിട്ടുണ്ട്. അതിനാൽ ഇപ്പോഴത്തെ ഉപഭോക്താവ് ശ്രീ.വി.എൻ ശശീന്ദ്രനാണ്. Consumer No 1155473008502 ആയി നൽകിയിരുന്ന കണക്ഷൻ ഗാർഹിക ആവശ്യത്തിനുള്ളതായിരുന്നു. 7/2010 ൽ ലൈസൻസിയുടെ ഉദ്യോഗസ്ഥൻ വൈദ്യുതി, നിർമ്മാണ പ്രവർത്തനങ്ങൾക്കുപയോഗിക്കുന്നു എന്നാരോപിച്ച് ഏകപക്ഷീയമായി താരിഫ് LT 1 A യിൽ നിന്നും LT 7 A യിലേയ്ക്ക് മാറ്റി.14/08/2014 ൽ അത് 6F ലേയ്ക്ക് മാറ്റുകയും അധികമായ തുക ഉപഭോക്താവിൽ നിന്ന് ഈടാക്കുകയും ചെയ്തിരുന്നു. 1/2018 മുതൽ അവിടെ ഒരു സോഫ റിപ്പയറിംഗ് യൂണിറ്റ് ആരംഭിച്ചതിനാൽ താരിഫ് LT IV industrial ലേയ്‌ക്ക് മാറ്റാൻ ആവശ്യപ്പെട്ടിട്ട് അതു 2020 ൽ മാത്രമാണ് മാറ്റിനൽകിയത്. കൂടാതെ 8/2018 മുതൽ 12/2018 വരെയുള്ള കാലയളവിൽ Door lock revision എന്ന ഇനത്തിലും ഭീമമായ തുക ഈടാക്കിയിരുന്നു. ഇങ്ങനെ അമിതമായി ഈടാക്കിയ തുക തിരികെ കിട്ടാൻ വേണ്ടി 2020 ൽ ജനകീയ അദാലത്തിൽ പരാതി നൽകിയെങ്കിലും ശരിയായ പരിഹാരം ലഭ്യമായില്ല. അങ്ങനെ CGRF ൽ പരാതി നൽകുകയും, CGRF നടപടികൾ പൂർത്തിയാക്കി 7/08/2024 ൽ ഉത്തരവാക്കുകയും ചെയ്തു. അതിന്റെ അപ്പീലായിട്ടാണ് ഈ പരാതി ഓംബുഡ്സ്മാൻ സമക്ഷം സമർപ്പിച്ചിട്ടുള്ളത്.
P/081/2024, Sri. Sreekumar Warrier

The Appellant Shri. Sreekumar Warrier is a domestic Consumer of the Licensee(KSEBL) under the Thirumala Electrical Section. The tariff of this three phase connection is LT 1 and the connected load is 7.14KW. The appellant had installed the solar power plant of capacity 3 KW Roof top Domestic On grid System. The KSEBL had installed the net meter and connected this system to the Grid on 17/05/2024. The meter reading was taken on 30/05/2024 for the month of 05/24 and the bill was issued for Rs.1827/- showing Rs.1716/- as arrears and Rs.111 as the fixed charges. On visiting the Electrical Section at Thirumala, they informed that arrear shown is for the units consumed for the period from 23/04/2024 to 17/05/2024 as the previous reading was taken on 22/04/2024. The meter reading for this period was only 210.70 units. The KSEB had worked the rates considering the consumption for 30days as 253.20units. Then they have applied flat rate tariff as the consumption was crossed 250 units as per the calculation. The charges would have been worked out on telescopic tariff for 211 units. The appellant is questioning this method of calculation and asking for the refund of extra charged amount of Rs.283/-. The appellant had filed petition to the CGRF and CGRF issued order on 26/11/2024. This petition is filed as the appeal to the CGRF order.
P/061/2024, Sri. Mamathukutty

The appellant Shri. Mammathukkutty is a Consumer of Licensee (KSEBL) under the Electrical Section, Punnayarkulam, having Consumer No. 1157038020248. The connection is a Domestic Connection with tariff LT 1 A and the power was connected on 04/05/2024. The bills for the consumer were raised on bimonthly basis and the reading for 2/24 was taken on 3/2/24 and that of 4/24 was taken on 4/4/24. The meter reading for the month of 6/24 was taken on 7/6/24 and then the consumption recorded was 641 units and accordingly bill amount works out to Rs. 5598/-. Then based on the complaint from the consumer the bill was revised calculating the consumption for 60 days considering the average daily consumption as 10.015 units. The consumption for 60 days was arrived as 601 units and the bill was revised of Rs.5271/-. The appellant was not satisfied with the method of calculations of the Licensee and approached CGRF by filing the petition. The CGRF had issued order dated 31/07/2024 completing the procedure. This petition was filed to this Authority as the appeal to the CGRF order.
