This appeal petition is filed by Shri. V.J.Sebastian who is the Secretary of Kollathu Chathankary Padasekhara Samithi. The service connection no: 1146408020694 and 1146408020693 are taken in the name of Shri. Biju, Contractor Punja padinjarethara, Kollathu Chathankery Padasekhara Samithi, Laikkadu, Perunna. These service connections were taken for the seasonal agricultural purpose. These 3 phase connections are under tariff LT 5A and connected load 7.46KW and 18.75 KW respectively. These connections are taken before the commencement of cultivation and are disconnected after cultivation. On 18/09/2023, two applications were received from Shri. Biju at the Electrical Section, Thrickodithanam for the service connection to motors with capacity 10HP & 25HP . The Punja connection with 17267 and 17268 were restored at time of application and disconnected after cultivation. These are in the Thrikkodithanam Section. Two new service connection with Consumer no: 20693 & 20694 were issued on 18/09/2023 to regularise the punja connections with no energy meter. The tariff of the connection is LT 5A and the charges of the electricity supplied is paying by the Krishi Bhavan. The new service connections were given after remitting the service connection charges. The amount remitted includes ECSC charges & ACD. The connection were temporary disconnected based on the request of the consumer and will be reconnected on getting the application received during the next season. The consumer had not raised any complaint about the remittance of ECSC and ACD charges. The complaint raised by a third person is about the paying of extra amount Rs. 20,000/- which is to be refunded. |

അപ്പീൽ പരാതി നമ്പർ. P/065/2024 ന് 03/12/2024 ൽ ഇലക്ട്രിസിറ്റി ഓംബ്ഡുസ്മാൻ ഇറക്കിയ ഉത്തരവിന്റെ പുനപരിശോധനയ്ക്കായിട്ടാണ് ഈ ഹർജി നൽകിയിട്ടുളളത്. പ്രസ്തുത ഉത്തരവിന്റെ ചില പോരായ്മകൾ ചൂണ്ടിക്കാട്ടി തോപ്പുംപടി ഇലക്ട്രിക്ക് സബ്ബ് ഡിവിഷനിലെ Assistant Executive Engineer ആണ് ഈ പരാതി നൽകിയിട്ടുളളത്. അതിനാൽ തന്നെ ഇതിന്റെ എതിർകക്ഷി P/065/24 ന്റെ പരാതിക്കാരിയായ ശ്രീമതി. ജോസ്ന കെ.ജെ ആണ്. എതിർകക്ഷിയും കുടുംബവും BPL വിഭാഗത്തിൽ പെട്ടവരാണ്. ഇവർ വാങ്ങിയ സ്ഥലത്ത് PMAY പ്രകാരം ഒരു വീടിനുളള ധനസഹായം ലഭിക്കുകയും അങ്ങനെ വീട് 2018ൽ തന്നെ പൂർത്തിയാക്കുകയും ചെയ്തു. ലൈസൻസിയുടെ സെക്ഷൻ ഓഫീസിൽ പുതിയ കണക്ഷനുവേണ്ടി അപേക്ഷിച്ചെങ്കിലും കണക്ഷൻ നൽകിയില്ല. അവർ വാങ്ങിയ വസ്തുവിൽ നിലനിന്നിരുന്ന ഇടിഞ്ഞുവീഴാറായ വീട്ടിലുണ്ടായിരുന്ന കണക്ഷനിൽ നിന്നും Extention ആയിട്ട് വൈദ്യുതി ഉപയോഗിച്ചുവരികയായിരുന്നു. ഈ extensionന് വേണ്ടി താരിഫ് പ്രകാരം ഉപഭോഗത്തിനുളള വൈദ്യുത ചാർജ് കൂടാതെ extensionന് വേണ്ടി അധിക ചാർജും ഈടാക്കിയിരുന്നു. ഓംബുഡ്സ്മാന്റെ ഉത്തരവ് പുനഃപരിശോധനയ്ക്ക് വേണ്ടിയാണ് ഓംബുഡ്സ്മാൻ സമക്ഷം ഈ പരാതി സമർപ്പിച്ചിട്ടുള്ളത്. |

The telephone exchange of BSNL at Ranni situated in a rented building owned by Shri. George Varghese. The building given on lease to BSNL for the past 29 years. The service connection was in the name of Shri. George Varghese. The purpose of use of power is for the functioning of the Telephone Exchange of the BSNL and is represented by the Junior Telecom Officer who is the incharge of this exchange. The original Consumer has authorised the employees of BSNL and the Licensee was also corresponding with the Telecom Officer of BSNL. Here in this case the appellant is the Junior Telecom Officer of BSNL and the Consumer number is 114061006929. The registered connected load is 8 KW and the tariff applied was LT 6F. On 25/08/2011 the RAO of Pathanamthitta had inspected the premises of their exchange and detected an unauthorised load of 5 KW and accordingly the provisional assessment of Rs.1,39,025/- was prepared and send as demand to the appellant. The additional SMPS connected as standby only considered as the unauthorised additional load. The provisional assessment has been revised to Rs. 70,137/- for a period from 15/12/2011 to 25/08/2011. The appellant has remitted Rs. 35,069/- and filed appeal to Dy. CE, Pathanomthitta. The Dy. CE had taken a decision that the final decision of considering SMPS as connected load will be subject to the decision of High Power Committee. Then another bill for unauthorised additional load for 10/2011, 12/2011, 02/12, 04/12 has been issued for Rs.86,404/-. Then the total balance payable by M/s BSNL is Rs. 1,21,473/-. The Licensee has intimated about the OTS Scheme and have not been availe d by the appellant. The appellant filed petition to CGRF and CGRF issued order dated 14/02/2024. This petition has been filed as the Appeal petition to the order of CGRF. |
