The meter was found faulty and the replaced meter was also a faulty one. The bills were issued according to energy recorded in the faulty meter. The only issue to decide is the quantity of the electricity consumed by the consumer during meter faulty period. It is decided to revise the short assessment bill based on the succeeding three months average consumption of the light meter that was replaced with a good meter and ordered to pay the electricity charges of the previous period.

The consumer’s light meter was found faulty (recording higher than the actual) when tested. The appellant argues that the meter was faulty from the date of installation and thereby collected excess amount towards current charges during that period. It is decided to revise the last two years bills because the consumption recorded for these two years were comparatively higher than the other years.

KSEB officials detected unauthorised additional load in the premises of the consumer and the consumer remitted the penal bill issued by the Board. Thereafter the consumer was served with another short assessment bill for the subsequent period as it was omitted to collect from him earlier. This Authority came to a conclusion that the disputed bill is maintainable and liable to be paid by the consumer.
